ANNEX 2 - CONDITIONS TO PROMOTE THE FOUR LICENSING OBJECTIVES, PREVENTION OF CRIME & DISORDER; PUBLIC SAFETY; THE PREVENTION OF PUBLIC NUISANCE; THE PROTECTIONOF CHILDREN FROM HARM
The premises shall install and maintain a comprehensive CCTV system as per the minimum requirements of the Police. All entry and exit points will be covered, as will all areas where licensable activities are happening, enabling frontal identification of every person entering in any light condition. The CCTV system shall continually record whilst the premises is open for licensable activities and during all times when customers remain on the premises. All recordings shall be stored for a minimum period of 30 days with date and time stamping.
Recordings shall be made available immediately upon the request of Police or authorised officer throughout the preceding 30-day period.
A staff member who is conversant with the operation of the CCTV system shall be on the premises at all times when the premises are open to the public. This staff member will be able to show a Police or Authorised Licensing Officer recent data or footage with the absolute minimum delay when requested and be able to download relevant footage onto a disc or memory stick.
A CCTV log must be maintained and endorsed by signature indicating that the system is checked weekly. In the event of any failings or faults, any actions taken to remedy the failings or faults are recorded. In the event of technical failure of the CCTV equipment, the Premises Licence Holder or DPS will report the failure to the Police and Licensing Authority immediately.
A log shall be kept at the premises for a minimum of 12 months from the date of each entry and made available on request to an authorised officer of the Ipswich Council or the Police. It must be completed within 24 hours of the incident and will record the following: (a) all crimes reported to the venue (b) all ejections of patrons (c) any complaints received concerning crime and disorder (d) any incidents of disorder (e) any visit by a relevant authority or emergency service.
Notices shall be prominently displayed at all exits requesting patrons to respect the needs of residents and to leave the premises and the area quietly.

Persons under the age of 18 years must be accompanied by an adult if entering the premises after 23.00.
9. An emergency alarm system will be installed with red line connection to emergency services.
10. Notices and posters will be displayed to warn against noise levels, drugs, weapons, smoking and any nuisances.
11. No loud music at night
12. Staff trained at head office and on site. Staff all trained in managing & resolving conflict, recognising drug activity and potential for weapons and accidents.Monthly reviews of management and staff. Copies of training documents to be made available on site. Refresher training every 6 months. Staff will be trained to understand the conditions attached to the licence.
13. No 'special events'
14. Managers to work with the local community and other late night trading premises in the local area to share knowledge and measures in place.
15. Staff will be trained in first aid.
16. No alcohol is permitted to be sold or consumed on site
17. Plans of the property will be visible to staff and customers with clearly lit and indicated fire escape routes. The location of all access and egress points will be signposted with knowledge of securing and opening doors known to staff and signposted where relevant for customers. These areas will be kept clear at all times with appropriate staff training.
18. The location and type of all fire safety (fire alarm call points and detectors, extinguishers, emergency lighting, fire exit signage) and any other safety equipment will be known to staff.
19. Each responsible person will carry out a fire risk assessment to decide the nature and extent of general fire precautions that need to be taken.
20. The operator will consult with the local police crime reduction adviser.
21. No smoking on the premises
22. All doors and windows will be kept closed. Doors will only be opened to allow access, or for persons to leave the premises. Ventilation by artificial means will be provided.
23. There will be no amplified music or any music or speech after midnight and it will not be played in rooms that will affect neighbouring properties with structure-borne sound and/or vibration. Loud speakers will not be located near wall or ceiling mounted extractors.
24. Adequate supervision to control patrons visiting and leaving the premises and using the external drinking areas.
25. Deliveries will be carried out during opening hours only.
26. Waste receptacles will be provided and regularly emptied and cleaned. The immediate vicinity will be regularly monitored for litter.
27. No lighting from the premises will be used that causes disturbance
28. Signs will be displayed advising customers that they may be asked to produce evidence of their age.
29. No cigarette or gaming machines.
30. Regular toilet checks
31. Employment laws will be complied with in relation to the employment of children and work permits obtained.
32. Staff will ensure children are supervised by adults
