General Conditions
A Challenge 25 proof of age scheme shall be operated at the premises where the only acceptable forms of identification are recognised photographic identification cards, such as a driving licence, passport or proof of age card with the PASS Hologram.
A CCTV system will be installed at the premises covering the entrance, the external area and all internal areas.
An incident log shall be kept at the premises and made available on request to the Police or an authorised officer of the Local Authority
All staff members engaged, or to be engaged, on the premises shall receive full training pertinent to the Licensing Act.
No single bottles or cans of beers, ales, stouts, lagers or ciders to be sold at the premises.
No beers, ales, stouts, lagers or ciders of greater than 6.5% ABV to be sold at the premises
All alcohol purchased by the Premises Licence Holder, Designated Premises Supervisor or staff members will only be from legitimate wholesalers who are registered with Her Majesty's Revenue and Customs (HMRC) under the Alcohol Wholesaler Registration Scheme (AWRS). No stock/products will be purchased from door to door sellers, members of the public, associates etc.
All invoices (originals & copies) for all alcoholic goods for retail sales on the premises will be kept in the premises and provided to the Police, Trading Standards and HMRC upon request. An ultra violet light, will be available at the premises for the purposes of checking the UK duty stamp on all spirits after they have been purchased.
The Prevention of Crime and Disorder
A CCTV system will be installed at the premises covering the entrance, the external area and all internal areas. A head and shoulders image to identification standard shall be captured of every person entering the premises. The CCTV system shall continually record whilst the premises are open for licensable activities and during all times that customers remain on the premises. Images shall be kept for 31 days and supplied to the police or local authority on request.
A member of staff trained in the use of the CCTV system must be always available at the premises when the premises is open to the public. This staff member shall be able to show recent data or footage with the absolute minimum of delay when requested to do so and also will dowload relevant footage onto a disc or memory stick if so requested to do so.
The CCTV system will display, on screen and on any recording, the correct time and date that images were captured.
CCTV signage will be displayed, reminding customers that CCTV is in operation.
An incident log shall be kept at the premises for a minimum of 12 months from the date of each entry and made available on request to the Police or an authorised officer of the Local Authority. It must be completed within 24 hours of ther incident. The log will record the following:
• Date
• Time
• Location
• Persons concerned
• Summary of incident
• Identification of emergency personnel concerned.
• All crimes reported to the venue
• All ejections of customers or refusal of entry and any complaints received concerning crime and disorder
• Any incidents of disorder (disturbance caused by either one person or a group of people).
• Any faults in the CCTV system or searching equipment or scanning equipment and any refusal of the sale of alcohol and any visits by a relevant authority or emergency service.
All delivery orders shall be to a registered residential or business address. There shall be no deliveries to public/communal areas or open spaces.
All staff members should be checked to ensure they have the right to work in the UK. These checks should be made available upon requests to all responsible authorities. All associated ‘entitlement to work’ documents:
a) must be logged and kept on the premises for the duration of the employment; and must be retained for a minimum of 12 months after employment has ceased.
Where spirits are on sale which have a UK duty stamp that does not appear fluorescent under an ultraviolet light the supplier of those spirits will be identified to the Police, Trading Standards and HMRC. Such a light will be made available at the premises if so required.
Customers will not be allowed to enter or leave the premises with open vessels of alcohol or allowed to consume alcohol within the premises.
Public Safety
The premises will have a refusal book or electronic system to record all refusals of sales, this must be made available to the police and local authority officers upon reasonable request.
The Business will have a Fire and Health and Safety Risk Assessment and a first aid box
Sale of Alcohol hours will be displayed around the shop.
Prevention of Noise Nuisance
During the hours of operation, the licence holder shall ensure sufficient measures are in place to remove and prevent litter or waste arising or accumulating from customers in the area immediately outside the premises, and that this area shall be swept and or washed and litter and sweepings collected and stored in accordance with the approved refuse storage arrangements by close of business each day.
Clear and legible notices will be prominently displayed at the exit to remind customers to leave quietly and have regard to the neighbours.
All deliveries and rubbish collection will be done within the hours approved by Ipswich Borough Council.
Protection of children from harm
A challenge 25 policy will be in operation at the premises with appropriate signage on prominent display throughout the premises. All customers who appear to be under 25 years of age must produce photographic identification in the form of a passport, driving licence or proof of age sheme (PASS) approved identification before alcohol can be supplied or sold to them. All staff must be instructed that alcohol cannot be supplied or sold unless the above evidence is produced.
All staff members engaged, or to be engaged, on the premises shall receive full training pertinent to the Licensing Act within three weeks of commencing employment at the premises. This training will include training re age-restricted sales, and the refusal of sales to persons believed to be under the influence of alcohol or drugs. This training shall be to a minimum standard of BIIAB Level 1 or equivalent. All staff to be given refresher training every quarter.
All such training is to be fully documented and signed by not only the employee but the person delivering the training. Training records shall be kept at the premises and made available upon request to either Police Officers or an authorised officer of the Local Authority
Alcohol shall not be located in the immediate vicinity of the entrances and exit to the premises, but shall be in an area in which it shall be monitored by staff on a frequent and daily basis whilst licensable activities are taking place.
For all orders taken over the phone or via the internet, customers should be informed of Challenge 25 and the requirement to have ID ready for inspection should the need arise before receipt of alcoholic beverages.
