Annex 1 - Mandatory Conditions
Where a club premises certificate authorises the supply of alcohol for consumption off the premises:-
1. The supply must be made at a time when the premises are open for the purposes of supplying alcohol, in accordance with the club premises certificate, to members of the club for consumption on the premises
2. Any alcohol supplied for consumption off the premises must be in a sealed container.
3. Any supply of alcohol for consumption off the premises must be made to a member of the club in person
Exhibition of Films
1. Where a club premises certificate authorises the exhibition of films, the admission of children to the exhibition of any film must be restricted in accordance with this section.
2. Where the film classification body is specified in the certificate, unless subsection (3)(b) applies, admission of children must be restricted in accordance with any recommendation made by that body.
3. Where-
a. The film classification body is not specified in the certificate, or
b. The relevant licensing authority has notified the club which holds the certificate that this subsection applies to the film in question
admission of children must be restricted in accordance with any recommendation made by that licensing authority.
4. In this section-
"children" means persons aged under 18; and "film classification body" means the person or persons designated as the authority under section 4 of the Video Recordings Act 1984 (c.39) (authority to determine suitability of video works for classification).
Annex 2 - Conditions consistent with the Club Operating Schedule
Embedded Conditions
Permitted Hours
Alcohol shall not be sold or supplied except during permitted hours.
In this condition, permitted hours means those shown on the Club Premises Certificate:
Restrictions
The above restrictions do not prohibit:
a) during the first twenty minutes after the above hours, the consumption of the alcohol on the premises;
b) during the first twenty minutes after the above hours, the taking of alcohol from the premises, unless the alcohol is supplied or taken in an open vessel;
c) during the first thirty minutes after the above hours, the consumption of the alcohol on the premises by persons taking meals there if the alcohol was supplied as ancillary to the meals;
d) the supply to, or consumption by, any person of alcohol in any premises where they are residing.
Credit Sales
Alcohol shall not be sold or supplied unless it is paid for before or at the time when it is sold or supplied, except alcohol sold or supplied with and for consumption at a meal supplied at the same time, consumed with the meal and paid for together with the meal.
Conditions Offered by Applicant
1. Conditions to promote the Licensing Objectives
1.1. Prevention of Crime and Disorder
1.1.1. Bottles and Glasses (14)
Where bottles and glasses are used they will be retained or disposed of on the premises.
1.1.2. Restriction on drinking Areas (16)
The consumption of alcohol is restricted to the areas identified on the attached plan.
1.1.3. Capacity Restrictions (17)
For events organised by the Club a maximum of 130 people will be admitted. Private Parties, authorised by the Club Management Committee and organised by Members (this facility is not available to members of the public) are limited to 75 people in main downstairs rooms only. Only 12 such private parties are permitted in a calendar year.
Occasionally the premises are made available to outside organisations for meetings or training (First Aid, Local Residents’ Association etc). The premises are not generally available to members of the general public.
1.2. Public Safety
1.2.1. Escape Routes(32)
Escape routes and exit are maintained so as not to be obstructed and in good order
All exits are easily openable and do not require the use of codes, keys or cards
All fire doors are self-closing
1.2.2. Curtains and Upholstery (41)
All curtains, upholstery and temporary decorations to be flame resistant specification
1.2.3. Fire Action (45)
Fire action notice to be prominently displayed in the entrance foyer.
Suitable fire extinguishers are provided at appropriate locations and maintained annually.
1.2.4. Disabled People (49)
When disabled people are present there will be adequate arrangement to enable their safe evacuation
1.2.5. First Aid (50)
An adequate and appropriate supply of first aid equipment is provided in a clearly marked location.
1.2.6. Lighting (53-57)
Appropriate lighting is provided under normal conditions.
In the event of mains failure 1 hour emergency lighting is provided through a continuous charging emergency lighting system. Following mains restoration lighting is automatically restored at maximum levels. Evacuation can be effected within 20 minutes
1.2.7. Safety Certificates (61)
Safety certificates are renewed annually for fire extinguishers and portable electrical appliances
1.2.8. Public Liability Insurance (62)
Valid public liability insurance is maintained in force.
1.2.9. Alterations to premises (67)
The premises will only be altered in compliance with the existing certificate conditions. Otherwise the relevant permissions will be sought.
1.2.10. General (70)
Drinking water is available at all times
1.3. Prevention of Public Nuisance
1.3.1. Noise and Vibration (101, 102, 106, 109, 112)
Appropriate measures will be taken to minimise noise nuisance from the premises.
Notices requesting members to leave the premises quietly will be displayed.
The playing of live or recorded music will not be permitted after 23.00hrs in the causeway picnic area.
Any request for a reduction in noise levels by an authorised officer of the council will be immediately complied with.
No amplified sound will continue beyond the permitted hours
Bottles are to be disposed of at times to minimise disturbance.
1.3.2. Noxious smells. (113, 114)
Receptacles for waste are emptied at appropriate intervals by an approved contractor.
1.3.3. Light Pollution (115)
Lighting will be arranged to ensure nuisance is not caused to nearby properties, this will be balanced with the need for lighting in the interests of prevention of crime.
1.3.4. Litter (116)
Adequate and suitable containers are provided for the disposal of litter. Such receptacles and the area around them will be maintained in a clean condition.
Litter will be removed from the premises as required.
1.4. Protection of Children from Harm
1.4.1. Alcohol and Tobacco
Club rules prohibit :-
the purchase or consumption of alcoholic drinks by minors on the premises
the sale of alcoholic drinks for consumption on or off the premises by minors
Although the Club Rules permit the sale of tobacco to those over the age of 16 years, the sale of tobacco products on the premises has been discontinued.
