1. The Premises is licensed for the following licensable activities during the following time periods: a. supply of alcohol for consumption on the premises only: From 10am until 2..00a.m. on Monday, Thursday, Friday and Saturday, and to 1.00 a.m. on Tuesday, Wednesday and Sunday on the second floor. On the ground floor the hours will end at midnight, and on the first floor at 1.00 a.m. on each day. b. Indoor live music, indoor recorded music, indoor performances of dance, provision of indoor music making facilities, provision of indoor dance facilities, and provision of indoor facilities for entertainment similar to music and dancing: From 10 am until 3am on Monday, Thursday, Friday, Saturday; and 2a.m. on Tuesday, Wednesday and Sunday. c. Late night refreshment: Times and days as 1(b) above d. The premises must close to the public by 3a.m. on Monday, Thursday, Friday and Saturday and 2 a.m. on the other nights. 2. The licensable activities listed at paragraph 1 may take place only in the areas as marked on the coloured plans number 938-13, 938-14 & 938-15, and plan 986 revision B (which is substituted as regards the ground floor), submitted in support of the application. 3. No bottles are to be allowed to be retained by customers anywhere within the area marked “Sports Bar / Restaurant” on plan 986-05 revision C. 4. The Designated Premises Supervisor (“DPS”) will comply with maximum occupancy figures as advised by the Fire Service &/or the Building Control Officer. In the case of disagreement between the two organisations, the DPS will comply with the lower of the two numbers. 5. Prior to the premises opening to the public the DPS will ensure that a CCTV system is installed which fully complies with the requirements of the police. Once installed the DPS will use his best endeavours to ensure that CCTV equipment is maintained in good working order, monitored during licensable activities and covers all areas used for licensable activities. The DPS shall also use his best endeavours to ensure that CCTV equipment is checked prior to the start of licensable activities every day and that at least 90% of it is in operation at all times. The DPS is to ensure that repairs to the CCTV system are carried out as soon as reasonably practicable. All CCTV recordings are to be retained for a period of at least 28 days and made available to the police when reasonably requested by them. 6. On the ground and first floor-when only those two floors are open there are to be a minimum of six SIA registered door supervisors at the premises. When one of the rooms on the second floor is in operation there are to be a minimum of 9 SIA door supervisors at the premises, this number to be increased by one supervisor per 100 people above 800 that are in the premises. When both (two) of the rooms on the second floor are operating there are to be a minimum of eleven SIA door supervisors at the premises, this number to be increased by one supervisor per 100 people above 1000 that are in the premises. In addition there will be two staff on each floor throughout the operating hours. 7. The DPS will ensure that any person selling or supplying alcoholic drink under the authority of a personal licence follows the guideline of the Suffolk Constabulary Challenge 21 scheme and asks for photo ID proof of age where they have reason to suspect that the individual may be under 21 years of age. 8. The premises licence holder is to develop and implement a zero tolerance drugs policy. 9. The premises should comply fully with industry standard responsible retailing protocols and only discount drinks as part of a regionally/nationally recognised initial product launch. 10. The DPS, or a person nominated by him, is to participate in the local Pubwatch/Nightsafe scheme operating in the Borough. 11. Toughened glasses are to be used throughout the premises wherever possible and in any event on the first and second floors. 12. No bottles are to be allowed to be retained by customers anywhere within the area marked “Chill Out bar” on plan 986-06 revision B at any time. 13. All drinks served to children must be dispensed in paper cups. 14. A taxi hotline will be provided at the premises, and up-to-date bus and train timetables will be displayed at all times. 15. The curtilage of the premises is to be kept free of litter at all times. 16. Prior to the premises opening to the public the DPS will ensure that a system of sound-proofing, sound limiters and restrictions on the volume of live amplified music are imposed in accordance with the requirements of the Environmental Health Department. 17. Unsupervised persons of sixteen years and over are permitted in the ground floor of the premises only between 10 am and 6 pm every day. After 6 pm all children must be supervised by an adult at all times. Children under the age of 12 must be supervised by an adult at all times. 18. All children must leave the premises by 10 pm at the latest. 19. In the area marked “External Seating” on plan 986-13 revision B there is to be no alcohol consumed at any time. The area must not be used after 10 pm on any night , and after that time the doors from the bistro area are to be closed, and to remain closed until after the premises have closed to the public. 20. On the second floor there is to be seating provided at all times which is sufficient to enable at least 25% of the maximum agreed occupancy to be seated at any one time. 21. The premises are to be a member of the Leisure Link Radio scheme, or other scheme to be approved by the police to provide a means of two-way communication to report incidents between the premises and the local police or CCTV monitoring centre. |
