Conditions offered by the applicant
CONDITIONS RELATING TO THE PREVENTION OF CRIME AND DISORDER
Door Supervisors
| I will ensure that any Door Supervisors used are registered by the Security Industry Authority. (N.b. This is a mandatory condition where Door Supervisors are employed or used on a licensed premises) |
CCTV & Communication
| I will provide a means of two way communication to report incidents between the premises and the local police or CCTV monitoring centre. |
| I will install Video/CCTV equipment inside/outside the premises and ensure that it is maintained in working order. |
| I will set Video/CCTV equipment to record from the time that the premises open to the public until the premises close and all members of the public have left. |
| I will ensure that monitoring tapes are retained for at least twenty eight days and are produced to an authorised officer on demand. |
| I will put up notices advising that CCTV has been installed on the premises so that they are clearly visible to the public within the licensed premises. |
Bottles and Glasses
I will ensure that drinks are only available for consumption from plastic vessels or toughened glass. | |

Notices

Litter and Waste

Escape Routes
| I will make sure that escape routes and exits, including external exits, are maintained to ensure that they are not obstructed, in good order with non-slippery and even surfaces, free of trip hazards and clearly identified. |
| I will make sure that where chairs and tables are provided, internal gangways are kept unobstructed. |
| I will make sure that all exit doors are easily openable and do not require the use of a key, card, code or similar means |
| I will make sure that doors at such exits are regularly checked to ensure that they function satisfactorily and a record of the check is kept. |

Safety Checks

Fire Action Notices
| I will make sure that notices detailing the action to be taken in the event of fire or other emergencies, including how the fire brigade should be summoned, are prominently displayed and protected from damage and deterioration. |
Outbreaks of Fire
| The fire brigade will be called at once to any outbreak of fire, however slight, and the details recorded in a Fire Log-book. |
Disabled People
I will make sure that when disabled people are present, adequate arrangements exist to enable their safe evacuation in the event of an emergency, and that patrons are made aware of these arrangements; | |
First Aid
| I will make sure that adequate and appropriate supply of first aid equipment and materials is available on the premises |

Lighting

In such cases the key requirement is that competent persons undertake the work). | |

Public Liability Insurance

Noxious smells
44. | I will ensure that offensive smells from the licensed premises are not permitted so as to cause a nuisance to nearby properties and the premises are properly vented. |

Litter

CONDITIONS RELATING TO THE PROTECTION OF CHILDREN FROM HARM
General
50. | I will comply with Retailer Alert Bulletins issued by Portman Group Note: This condition may be appropriate for licensed premises selling alcohol products in a manner that may appeal to or attract minors. |
51. | No person under the age of 18 shall be permitted on the licensed premises at any time whilst it is being used exclusively or primarily for the sale or supply of alcohol. Persons under the age of 18 will be permitted on the premises when the premises are being privately hired for a special event but each person under 18 must be accompanied at all times by at least 1 responsible adult. 1 adult cannot be the responsible adult for more than 4 children. Special events will be risk assessed on an individual basis and must comply with the premises special events policy |
Conditions offered by applicant at variation stage (September 2012)
The Prevention of Crime and Disorder
1. Promoting the understanding of the social responsibilities associated with sale of alcohol
2. Entry and exit policies including responsible management of group admissions
3. Promotion of an active ‘wind down’ period eg. End regulated entertainment before end alcohol sales, alte night refreshment provided, lights up and music down, longer drinking up time
4. Table service and glass collection
5. Training on excluding disruptive customers, serving drunks and underage persons
6. To co-operate with Police requirements during football match days, taking consideration voluntary closure
Public Safety
1. There will be a capacity of 60 people and we will ensure that maximum occupancy figure is not exceeded

The Prevention of Public Nuisance
1. We will exercise judgement and common sense to ensure that licensable activities do not cause problems to local residents

3. We will restrict times of delivery and when bottles are disposed of to reduce nuisance
4. We will display ‘Leave quietly’ notices
5. We will have policies in place eg. Door supervisors to remind people to leave quietly and advise of banning procedure if rowdy
6. We will provide low wattage lighting
7. We will service air conditioning
The Protection of Children from Harm
1. We will have text or pager links to the Police - with details of any requirements or obligations
Conditions agreed through mediation with Ipswich Borough Council’s Planning Department- as approved by committee
The use of the First Floor area for a proposed roof garden has been withdrawn.
No licensable activities are permitted on the First Floor area.
Conditions agreed through mediation with Suffolk Constabulary
(September 2012)
1. a) CCTV WILL be provided in the form of a recordable system, capable of providing pictures of EVIDENTIAL QUALITY in all lighting conditions particularly facial recognition.
Cameras shall encompass all entrances and exits to the premises, fire exits, outside areas, and all areas where the sale/ supply of alcohol occurs.
b) Equipment MUST be maintained in good working order, be correctly timed and dated, recordings MUST be kept in date order, retained for a period of 28 days and handed to Police on demand.
c) The Premises Licence Holder must ensure at all times a DPS or appointed member of staff is capable and competent at downloading CCTV footage in a recordable and viewable format to the Police/Local Authority on demand.
d) The Recording equipment and tapes/discs shall be kept in a secure environment under the control of the DPS or other responsible named individual.
e) An operational daily log report must be maintained endorsed by signature, indicating the system has been checked and is compliant, in the event of any failings actions taken are to be recorded.
f) In the event of technical failure of the CCTV equipment the Premises Licence holder / DPS MUST report the failure to the Licensing authority or Police on contact number 101 immediately.
2. An incident book shall be kept and maintained on the premises at all times. The book shall detail in brief, incident of injury/ejection/refusals/drug misuse/seizure/age challenge. Such matters shall be timed, dated and signed by the author as soon as practicable and produced to Police/Authorised Licensing Officers on request.
3. The DPS and all other staff shall ensure that no customers take bottles, glasses or other drinking vessels off the premises.
4. Staff records with regards to Licensing accreditations and training shall be kept on the premises and produced to the Police and / or Authorised Local Authority Licensing Officers on request.
5. Signage shall be clearly displayed at the point of access and toilet areas in relation to Admission Policy, Age Policy, Drug Policy, and Dress Policy.
6. The premises will subscribe to the Townlink radio system.
7. That by use of either town-link radio or the 999 service or the 101 Police non-emergency number all incidents of ejection of persons from the premises must be notified to the Police at the time of happening or as soon as possible thereafter.
8. The Premises Licence Holder shall provide a secure deposit box on the licensed premises to retain any found or confiscated items, and will notify the Police of any items requiring safe disposal.
9. Where an offence of violence has been committed the premises management and/or staff will take all reasonable steps to identify the offender and pass the identity to the Police as soon as practicable. An incident book entry will be made on all occasions; timed, dated and signed by a member of staff.
10. All individuals subject to a local Pub Watch ban will be refused entry and excluded from the premises for the entire duration of their ban. All staff will be alerted to the banned persons by the Pub Watch representative and report any attempt that such persons make to gain access to the premises.
11. The premises will use Polycarbonate glass at all times.
12. A minimum of one SIA door staff will be employed from 2200hrs until close on Mondays and Thursdays.
13. A minimum of two SIA door staff will be employed from 2200hrs until close on a Friday nights.
14. A minimum of three SIA door staff will be employed from 2200hrs until close on Saturday nights.
15. There will be no entry or re-entry after midnight on a Monday or Thursday.
16. There will be no entry or re-entry after 00.30hrs Saturday am i.e. Friday nights trading.
17. There will be no entry or re-entry after 01.00hrs Sunday am i.e. from Saturday nights trading.
18. On arrival door staff will sign an attendance book detailing their name and SIA badge details. Door supervisors will be easily identifiable at all times by use of high visibility clothing/uniform.
19. At all times when door supervisors are on duty they shall monitor and manage the entrance/exit from the club to the smoking area.
20. The capacity in the premises shall be recorded by ticket/admission sale records, clicker, or other such counting device.
21. A search policy will be implemented, which will include a minimum ratio of one in ten customers being randomly searched upon entry to the licensed premises when door staff are employed.
22. To enhance the mandatory condition relating to an age verification policy, the premises licence holder will implement the ‘Challenge 25’ scheme, ensuring prominent signage is displayed throughout the premises and all staff are trained in its operation.
Annex 3 - Conditions attached after a hearing by the licensing authority
1. The licensee will ensure that noise or vibration does not constitute annoyance at the façade of any noise sensitive premises
2. A sound limiting device will be installed and maintained in the premises and all music amplification systems - whether permanent or temporary will be connected to it, to ensure that noise or vibration is not noticeable at the façade of any noise sensitive premises
3. The sound limiting device will be installed and calibrated to the satisfaction of an officer from the Ipswich Borough Council Environmental Protection Service
