Annex 2 - Conditions consistent with the Premises Operating Schedule
Conditions offered by applicant
General
A log book will be kept on site with a description of all transactions that are refused.
Describing:-
1. Why the transaction was refused
2. Who was serving at the time
3. A description of the person for future reference
Where alcohol is part of the delivery, proof of age which is part of the PASS scheme will be requested prior to the handing over of goods to the person who has paid for the goods
Credit/debit card payments will be taken in advance of the delivery
The Prevention of Crime and Disorder
At least 6 CCTV cameras in total will be installed inside and outside the premises
Alcohol will be displayed near the counter so that it is in view of staff at all times
All bottles of spirits on display will have security tags on them and shall be displayed within view of the service counter
The applicant will adhere to the ‘Challenge 21’ Scheme and will display signs on entry to the premises and around the alcohol display units reminding people that the applicant adheres to this
Public Safety
All staff will be trained on the provisions of the Premises Licence so that they understand what they can and cannot do
Signage will be displayed at the exit of the premises requesting that people respect the neighbours and leave the premises quietly
The Prevention of Public Nuisance
Signage will be displayed at the exit of the premises requesting that people respect the neighbours and leave the premises quietly
The applicant will have regular litter patrols outside around the premises
The Protection of Children from Harm
The provision of CCTV cameras as described above

Conditions agreed through mediation with Suffolk Police Constabulary as approved by committee
1. Alcohol shall not be sold or supplied except on or during the dates, days and times specified in this licence which are as follows : -
08.00 to 03.00
2. Alcohol shall not be sold in an open container or be consumed in the licensed premises
3. Alcohol shall be stored, sold or supplied only from the areas and locations as detailed in the plan attached to this licence
4. The sale of alcohol within store will be restricted to the hours of 08:00 to 23:00. Sale of alcohol for delivery to customers at the customers address or premises, is permitted until 03:00
5. The licensee shall ensure by way of training and conditions of employment, that all staff are aware of their responsibilities in ensuring that;-
Anyone who appears to be under 21 years of age and is attempting to purchase alcohol must be required to produce satisfactory proof of age
If there is any doubt of a customers age or if there are any perceived risks to children at the premises, the sale shall be refused
6. The licensee shall ensure by way of training and conditions of employment, that all staff are trained to identify when a person is drunk and be aware of their responsibilities in ensuring that;-
Alcohol is not sold to anyone who appears to be drunk
7. The licensee shall ensure that by way of training and conditions of employment that all delivery staff leave alcohol in their vehicle on arrival at the delivery address. Contact will be made with the customer and an assessment will take place. The assessment should enable the member of staff to establish if the customer is drunk, underage, or if there are other factors that determine the sale should be refused, including any perceived risks to children at the premises
8. The licensee shall maintain a refusals log relating to in store sales and a separate refusals log in respect of the delivery service
9. The licensee will comply with the Portman code and British Beer and Pub Association guidance for point of sale promotions
10. The licensee will implement the challenge 21 scheme and this will be reciprocated in the proposed delivery service
