Annex 2 - Conditions consistent with the Premises Operating Schedule
Conditions offered by applicant
1. Full staff training records will be maintained on site and available for inspection
2. The DPS will play an active role in any pub, shop or retail watch scheme as appropriate
3. All sales of alcohol will never be consumed on the premises
The Prevention of Crime and Disorder
1. The premises has installed a four camera CCTV system with full recordable playback facilities. The cameras are positioned so they cover the main entrance and exit, the point of sale and all stocks of alcohol, which are for sale in the premises
2. All staff will be trained to use the system and will be able to playback at any time if requested to do so
3. All staff will follow any reasonable instruction issued by a Police Officer
4. The premises has a fully working security alarm system
5. Any incidents of crime and disorder will be recorded and reported to the Police at the earliest opportunity
6. All alcohol purchased from the store will be fore off sales only
Public Safety
1. The DPS will maintain a hazard free, clean and safe working environment for staff and customers at all times
2. Doors, exits and walkways will be free from all hazards
3. Risk assessments will be reviewed and updated at least every 12 months
The Prevention of Public Nuisance
1. The premises will not cause any nuisance to neighbouring business, residents or property
2. All refuse will be disposed of appropriately
3. The DPS will encourage customers leaving the shop to do so in a respectful manner
4. Noise and lighting levels from the shop will never exceed that required to maintain a safe working environment
The Protection of Children from Harm
1. All staff will be trained in Challenge 21 scheme and will only accept approved photographic identification as an age verification policy - this will include a PASS hologram card, a photographic passport driving licence. The DPS will ensure notices to this effect are on displayed
2. The premises will operate a ‘No ID, No Sale’ Policy at all times
3. A log book of all refusals will be maintained on the premises and available for inspection at any time
Conditions agreed through mediation with Suffolk Constabulary
1. CCTV shall be provided in the form of a recordable system capable of providing pictures of evidential quality in all lighting conditions particularly facial recognition. Cameras shall encompass all areas of ingress and egress to the premises and all areas where the supply of alcohol occurs. The CCTV equipment must be maintained in good working order at all times and must be correctly time and date stamped. Recordings must be kept in date order and numbered sequentially and must be kept for a minimum of 28 days. Recordings must be handed to the Police or Local Authority on demand. The Premises Licence Holder must ensure that at all times the DPS and all appointed members of staff are both capable and competent to download CCTV footage in a recordable format either on disc or on tape and to provide a copy of the disc or tape to the Police or the Local Authority on demand. The recording equipment any discs and/or tapes shall be kept in a secure environment under the control of the DPS or other responsible named person. An operational daily log report shall be maintained and endorsed by signature indicating that the CCTV system has been checked and is in compliance with the terms of the licence. In the event of a technical failure of the CCTV equipment the Premises Licence Holder or the DPS must report the failure to the Police on the Police contact number 101 immediately. CCTV posters will be prominently displayed inside the premises.
2. Signage, in not less than 32 font, shall be clearly displayed prominently at the point of access in relation to CCTV.
3. No Beers, Lagers or Ciders with an ABV of 6.5% or above, either cans or bottles to be sold at the premises
