Annex 2 - Conditions consistent with the Operating Schedule
1. This venue will continue to comply with all of the conditions on the Public Entertainments Licence granted 14th March 2005 by Ipswich Borough Council (standard conditions attached), with the exception of Conditions 9 and 10 which are removed.
2. Special condition carried over from Public Entertainments Licence - When entertainment is taking place, the windows and doors are kept closed after 8pm except for the purposes of access and egress.
3. If a D.J. is used on any night then he/she will ask customers to leave quietly.
4. Current level of lighting outside the premises will continue for the additional hours of trading.
5. The existing CCTV system will continue to operate during the additional hours of trading.
6. Notices stating that CCTV is in operation 24 hours a day, will be displayed throughout the venue.
7. Any person who appears to be intoxicated or who is behaving disorderly will not be allowed entry to the venue. Any person within this venue who appears to be intoxicated or who is behaving disorderly will be given care and consideration in leaving the venue.
8. Where already used text/radio pagers will continue to be used during the additional hours of trading and will be monitored by a responsible member of staff.
9. This venue will only accept photographic driving licences, passport or, in agreement with the Police, a form of identification with the PASS hologram.
10. Free drinking water will be available at all times.
11. A person trained in first aid will be at the venue who will have received training in any problems associated with alcohol and drug misuse.
12. Reasonable steps will be taken to recognise the need of local residents and businesses.
13. A person under the age of 18 years will not be allowed to use any AWP machine.
14. When hosting a specially organized event for the youth market the venue will adhere to the following attached documentation:-
i. Admission policy.
ii. General Policies Statement.
iii. Code for Conduct for Staff Statement.
iv. Child Protection Policy.
Extra conditions added after mediation with Suffolk Police
General
1. Live music to be made discernibly quieter no later than 60 minutes before closing time on any day and no later than 30 minutes prior to closing time to cease completely.
2. Late night refreshment to be readily available to customers throughout the time the premises is open for any licensable activity until 30 minutes prior to the end of hours during which the premises is open to the public.
3. Auditable procedures to be in place to ensure that all staff are trained and briefed as to their responsibilities with regard to the supply of alcohol on the premises.
4. Final entry to the premises by the public, Thursdays-Saturdays, will be no later than
02:00 hours.
Door Supervisors
5. The premises will not open with less than 2 SIA registered door staff.
From 21:30 hours, a minimum of 4 SIA registered door staff will be on
duty and this will increase by 1 SIA registered door staff per
additional 100 customers to ensure that:-
i. Drunk and disorderly persons are refused admission to/ejected from the premises without causing further disorder.
ii. Excluded individuals (subject of Court or Pubwatch bans) are prevented from entering the premises.
iii. An orderly queue is maintained immediately outside the premises.
iv. Capacity limits are monitored and enforced.
v. A defined dispersal policy is managed with specific actions to be taken by nominated staff at the end of licensable activity. This should include the use of door supervisors wearing fluorescent jackets to monitor dispersal from the premises and the area immediately adjacent to it.
Drinks Promotions
6. To adopt and comply with the Bar, Entertainment and Dance Association guidelines on Point of Sale Promotions.
Prohibited Substances
7. To implement a policy with agreement of Suffolk Police and Local Authority.
To ensure a secure deposit box is kept on the premises for the retention of confiscated items and ensure that Suffolk Police are advised of any items which require safe disposal.
Exclusion of Children
8. Children under 16 years of age will be required to vacate the premises by 9.00pm each day.
Children under 16 years of age must be accompanied whilst on the premises at all times by an adult who will be required to maintain proper control of them.
Proof of Age
9. To ensure that any person selling or supplying alcoholic drink under the authority of a personal licence holder, follows the guideline of the Suffolk Constabulary Challenge 21 Scheme, and asks for photo I.D. proof of age where they have reason to suspect that the individual may be under 21 years of age.
Conditions offered by applicant at variation stage
The Prevention of Crime and Disorder
The wearing of baseball caps within the club will be prevented so as to assist CCTV identification
Public Safety
The use of the cloakroom will be encouraged to prevent unwanted items from being brought into the club
The Prevention of Public Nuisance
Door staff are to regularly liaise with bar staff and vice versa to ensure drunken persons are not served further alcohol and are dealt with appropriately
Conditions agreed following mediation with Suffolk Police Constabulary at variation stage
New Condition:
Door supervisors will wear their SIA badges in approved fluorescent
armbands, displayed in a prominent position on their arm
Removal of condition:
Toughened glass will continue to be used during additional hours of
trading
Amended conditions:

The CCTV system must be well maintained and any defects should be
rectified as soon as practicable. All CCTV recordings must be retained
for a minimum period of 28 days and be provided to the police on
request
The premises will be a member of and actively use the Leisure Link Radio
Scheme, or other scheme approved by Suffolk Police, to provide a means
of two way communication to report incidents between the premises and
the local Police or CCTV monitoring centre.
Polycarbonate drinking vessels will be used for all alcohol sales with
the exception of bottled products
The venue will actively participate in the local Pubwatch or equivalent
scheme and Pubwatch Online or equivalent scheme
Annex 3 - Conditions attached after a hearing by the licensing authority
