Conditions offered by the Applicant
General
1. A Crime Prevention Policy agreed by the Police and the Local Authority will be in place
2. I will implement a Proof of Age Policy agreed by the Authorities
The Prevention of Crime and Disorder
1. I will ensure I install CCTV equipment and ensure that it is working and maintained
2. I will work closely with the local Police and the Council ie. CCTV recording
Public Safety
1. I will ensure to carry out safety checks regularly
2. I will ensure that CCTV system in the shop is working properly and will ensure it’s availability to the Police or Licensing Officers
The Prevention of Public Nuisance
1. I will ensure not to sell any alcohol products to street drinkers and people who appear to be drunk
2. I will ensure all waste and recyclable waste are emptied regularly to minimise nuisance smells
3. External lighting will be installed and maintained
The Protection of Children from Harm
1. I will implement a Proof of Age Policy agreed by the Local Council
2. I will ensure an adequate Risk Assessment is in place with regards to Protection of Children while the shop is open to the public

CONDITIONS RELATING TO THE PREVENTION OF CRIME AND DISORDER
CCTV & Communication
1. | I will install Video/CCTV equipment inside/outside the premises and ensure that it is maintained in working order. |
2. | I will set Video/CCTV equipment to record from the time that the premises open to the public until the premises close and all members of the public have left. |
3. | I will put up notices advising that CCTV has been installed on the premises so that they are clearly visible to the public within the licensed premises. |
4. | I will keep auditable records relating to the operation of the CCTV system and staff training in this respect. |
Proof of Age Cards
5. I will ensure that any person selling or supplying alcoholic drink under the authority of a personal licence holder asks for a photo ID proof of age where they have reason to suspect that the individual may be under 18 years of age. | |
Drinks Promotions
6. I shall not permit any irresponsible drinks promotions at the licensed premises which may negatively impact on the promotion of the licensing objectives. | |
Litter and Waste
7. I will be responsible for the disposal of waste on the frontage of the premises and make provision for the emptying of litter bins in the vicinity of the premises | |
CONDITIONS RELATING TO THE PREVENTION OF PUBLIC NUISANCE
Noxious smells
8. | I will ensure that offensive smells from the licensed premises are not permitted so as to cause a nuisance to nearby properties and the premises are properly vented. |
9. | Ensure that receptacles for waste are emptied regularly to minimise nuisance smells. |
CONDITIONS RELATING TO THE PROTECTION OF CHILDREN FROM HARM
General
10. | A crime prevention policy agreed by the police and local authority will be in place; |
11. | I will implement a proof of age policy agreed by the police and local authority; Note: Proof of age cards are dealt with in the pool of conditions relating to the crime and disorder objective. However, it may be appropriate to consider the production of proof of age cards to ensure that appropriate checks can be made where the presence of children is restricted by age at certain time. |
Conditions agreed through mediation with Suffolk Constabulary
1. Two members of staff present between 21.00 hours and 23.00 hours on Friday, Saturday and on any bank holidays to assist in The prevention of Crime and Disorder
2. CCTV shall be provided in the form of a recordable system capable of providing pictures of evidential quality in all lighting conditions particularly facial recognition. Cameras shall encompass all areas of ingress and egress to the premises and all areas where the supply of alcohol occurs. The CCTV equipment must be maintained in good working order at all times and must be correctly time and date stamped. Recordings must be kept in date order and numbered sequentially and must be kept for a minimum of 28 days. Recordings must be handed to the Police or Local Authority on demand. The Premises Licence Holder must ensure that at all times the DPS and all appointed members of staff are both capable and competent to download CCTV footage in a recordable format either on disc or on tape and to provide a copy of the disc or tape to the Police or the Local Authority on demand. The recording equipment any discs and/or tapes shall be kept in a secure environment under the control of the DPS or other responsible named person. An operational daily log report shall be maintained and endorsed by signature indicating that the CCTV system has been checked and is in compliance with the terms of the licence. In the event of a technical failure of the CCTV equipment the Premises Licence Holder or the DPS must report the failure to the Police on the Police contact number 101 immediately. CCTV posters will be prominently displayed inside the premises.
3. A Challenge 25 will be introduced and acceptable forms of ID will be photo driving licence, passport, proof of age standards scheme (pass card) and any other locally or nationally approved form of photo identification. Challenge 25 scheme posters will be prominently displayed inside the premises.
4. To only purchase stock from an authorised wholesaler and produce receipts upon request for inspection. An authorised wholesaler means an established warehouse or outlet with a fixed address and not from a van or street trader even if they claim that they are part of or acting on behalf of an authorised wholesaler who provides full itemised VAT receipts, Not take part in any stock swaps or lend or borrow goods from any other source unless the source is another venue owned or operated by the same company who are also subject to buying their stock from an authorised wholesaler.
5. The Licence holder shall operate and maintain a refusals register in respect of declined sales of alcohol where the attempted purchaser was suspected of being either under 18 years of age or someone who was already drunk. The refusals register shall be kept on the premises and is to be made available on demand to Police or the Local Authority.
6. The licence holder shall ensure that within six weeks of any appointment of a member of staff that they receive training to BIIAB Responsible Alcohol Retailing standards or equivalent. A training record is to be kept at the premises and is to be made available immediately on demand to Police or the Local Authority.
Conditions agreed through mediation with Suffolk Constabulary & Public Health
1. No beers, Lagers or Ciders with an ABV of 6.5% or above either cans or bottles to be sold at the premises.
