Conditions offered by applicant
The Prevention of Crime and Disorder
CCTV on the premises:
Recordings will be kept and given to the Police on request
Recordings will be kept for at least a calendar month
Public Safety
A fire risk assessment will be carried out and the fire equipment maintained at good condition for use
Fire equipment will be visible therefore easy to access in the case of an emergency
CCTV in operation
The Prevention of Public Nuisance
There will be a bin placed outside and inside the premises so that no litter will be left on the floor or the street
CCTV in operation inside and to extend outside the store
The Protection of Children from Harm
No sale of alcohol to anyone unable to provide a valid form of ID that shows their age
The sale of alcohol will run on a Challenge 25 scheme
Valid passport, photo driving licence or proof of age card that carries a ‘pass’ logo to be accepted as valid forms of ID

CONDITIONS RELATING TO THE PREVENTION OF CRIME AND DISORDER
CCTV & Communication
1. | I will provide and actively use a means of two way communication to report incidents between the premises and the local police or CCTV monitoring centre. This system will be subject to approval by the police |
2. | I will install Video/CCTV equipment inside/outside the premises and ensure that it is maintained in working order. |
3. | I will set Video/CCTV equipment to record from the time that the premises open to the public until the premises close and all members of the public have left. |
4. | I will ensure that recordings are retained for at least twenty eight days and that copies in a viewable format are produced to an authorised officer on demand. |
5. | I will put up notices advising that CCTV has been installed on the premises so that they are clearly visible to the public within the licensed premises. |
6. | I will keep auditable records relating to the operation of the CCTV system and staff training in this respect. |
Proof of Age Cards
7. | I will ensure that any person selling or supplying alcoholic drink under the authority of a personal licence holder asks for a photo ID proof of age where they have reason to suspect that the individual may be under 18 years of age. |
Drinks Promotions
8.I shall not permit any irresponsible drinks promotions at the licensed premises which may negatively impact on the promotion of the licensing objectives. | |
Notices
9.I shall ensure that public information notices about crime and disorder issues are displayed at the request of the Council or the Suffolk Constabulary. (e.g. Customer Code of Conduct) | |
Crime Prevention Schemes
10. | I shall participate in the local pubwatch/nightsafe scheme operating in the Borough/District |
Litter and Waste
11.I will be responsible for the disposal of waste on the frontage of the premises and make provision for the emptying of litter bins in the vicinity of the premises | |
CONDITIONS RELATING TO THE PROTECTION OF CHILDREN FROM HARM
General
12. | I will comply with Retailer Alert Bulletins issued by Portman Group Note: This condition may be appropriate for licensed premises selling alcohol products in a manner that may appeal to or attract minors. |
13. | A crime prevention policy agreed by the police and local authority will be in place; |
14. | I will implement a proof of age policy agreed by the police and local authority; Note: Proof of age cards are dealt with in the pool of conditions relating to the crime and disorder objective. However, it may be appropriate to consider the production of proof of age cards to ensure that appropriate checks can be made where the presence of children is restricted by age at certain time. |
Conditions agreed through mediation with Suffolk Constabulary
Fully auditable training records should be maintained for all staff in respect of the sale of alcohol. These will be made available for inspection upon request to the Police and all other Responsible Authorities
CCTV WILL be provided in the form of a recordable system, capable of providing pictures of EVIDENTIAL QUALITY in all lighting conditions particularly facial recognition. Cameras shall encompass all ingress and egress to the premises, fire exits, outside areas and all areas where the sale/supply of alcohol occurs. Equipment MUST be maintained in good working order, be correctly time and date stamped, recordings MUST be kept in date order, numbered sequentially and kept for a period of 60 days and handed to Police on demand. The Premises Licence Holder must ensure at all times a DPS or appointed member of staff is capable and competent at downloading CCTV footage in a viewable format on disc or storage device to the Police/Local Authority on demand. The Recording equipment and discs shall be kept in a secure environment under the control of the DPS or other responsible named individual. An operational daily log report must be maintained endorsed by signature, indicating the system has been checked and is compliant, in the event of any failings; actions taken are to be recorded. In the event of technical failure of the CCTV equipment the Premises Licence holder/DPS MUST report the failure to the Police and Licensing Authority immediately
An incident book shall be kept and maintained on the premises at all times. The book shall detail in brief, incident of injury/ejection/refusals/drug misuse/seizure/age challenge. Such matters shall be timed, dated and signed by the author and produced to Police/Authorised Licensing Officers on demand.
No Super Strength Lagers, Beers or Ciders - (6.5% alcohol by volume or above) are to be sold from the premises, (either cans or bottles).
