Annex 2 - Conditions consistent with the Premises Operating Schedule
Conditions offered by applicant
General
A.1 The facilities shall not be used under the terms of the Licence until all the conditions of this licence are complied with.
A.2 The licensee shall ensure that all arrangements for the preparation and conduct of licensed events be in liaison with the Chief Constable, Chief Fire Officer or their delegated Officer and the delegated representatives of Ipswich Borough Council.
A.3 An initial event manual must be submitted to IBC licensing Enforcement no later than 8 weeks prior to any event. Among other things, this manual must contain:
A.3.1 details of the event management structure including clear descriptions of roles and responsibilities;
A.3.2 the name and address of the “responsible person” (see A.8);
A.3.3 a suitable and sufficient health and safety risk assessment for the event;
A.3.4 a suitable and sufficient fire risk assessment for the event;
A.3.5 a comprehensive description of health, safety and compliance management arrangements;
A.3.6 a comprehensive summary of the security arrangements for the event (see B.2);
A.3.7 a comprehensive summary of the first aid arrangements for the event (see C.15);
A.3.8 details of the lost and found child procedures and arrangements (see E.3);
A.3.9 a detailed site map showing the layout of the event and the location and type of any temporary structures and noise making equipment;
A.3.10 details of emergency services access arrangements;
A.3.11 a comprehensive summary of the crowd measurement measures for inside the event;
A.3.12 arrangements for the control of crowds and vehicles outside the premises;
A.3.13 details of the provision of sanitary accommodation for the event (see A.13 to A.16); and
A.3.14 details of communications to be used (radios or mobile phones) with a directory with in of key personnel.
A.4 Following its initial submission, the event manual must be updated to reflect any significant changes to the arrangements it documents. Where such changes are made, a suitably updated revision of the manual must be submitted to IBC Licensing Enforcement in a timely manner, and no later than 2 working days before the event.
A.5 No variation or alteration shall be made from the arrangements detailed in the most recently submitted version of the event manual without the prior agreement of IBC Licensing Enforcement.
A.6 Any additional works which the Council may reasonably consider necessary shall be carried out to its satisfaction prior to or during the event as appropriate.
A.7 Admission shall be given to authorised officers of the Council*, Health and Safety Executive, Suffolk Fire and Rescue Service and the Police at all reasonable times (including the whole of the licensed period) and to all parts of the premises in order to ensure compliance with the conditions of this Licence.
* The authorised officers of the Council will be Building Control Officers, Environmental Health Officers, Environmental Protection Officers, and Licensing Enforcement Officers.
A.8 The licensee, or some responsible person nominated by him in writing for the purposes, shall be in charge of and on the premises during the whole time they are open to the public for licensable activities. The responsible person must hold a personal licence and shall produce his/her written authority on request by an authorised officer of the Licensing Authority, a Police Officer or the Senior Fire Officer present at the event.
A.9 The licensee will ensure that only 1 event takes place at this location per calendar year, and that this event will not exceed a maximum duration of 7 consecutive days.
A.10 So far as is reasonably practicable, the licensee shall ensure that the event starts promptly at the advertised time.
A.11 The Licensee shall ensure that the total number of persons permitted within the licensed area at any one time does not exceed 4,999. Certification of the number of tickets sold for any ticketed event must be provided as soon as possible after the event.
A.12 The licensee should ensure that all relevant persons involved in the staging of the event are fully aware of the requirements of these conditions. The licensee shall take appropriate steps to ensure that any person connected with the staging of the event does not breach any condition or restriction of this licence.
[SANITARY ARRANGEMENTS]
A.13 Based on predicted attendance and audience gender ratio, the total provision of sanitary accommodation for use at any event shall be in accordance with the following guidelines:

A.14 The licensee shall ensure that adequate hand-washing facilities are provided at a ratio of at least one per five toilets provided.
A.15 The licensee shall provide appropriate sanitary accommodation for wheelchair users and other people with special needs attending events. Where applicable, these facilities should be located in close proximity to any area set aside for the disabled. Based on predicted attendance, one toilet with hand-washing facilities should be provided per 75 people with special needs.
A.16 The licensee shall ensure, so far as is reasonably practicable, that all hand-washing facilities and sanitary accommodation are adequately stocked with consumables and maintained in a serviceable condition.
[WASTE MANAGEMENT]
A.17 The Licensee shall provide a sufficient number of easily identifiable, readily accessible and adequate receptacles for refuse. Arrangements shall be made regular collection, and contents are to be to be removed from site by a competent contractor.
The Prevention of Crime and Disorder
[SECURITY PERSONNEL]
B.1 All security personnel (Door Supervisors and Stewards) controlling the security of the event must be fit and capable of carrying out their duties, and hold an appropriate Security Industry Authority licence.
B.2 There will be an appropriate number of stewards on duty for the event as agreed with the licensing authority - subject to a suitable risk assessment of needs being undertaken. On day of event they will search guests for prohibited items. These items will be confiscated and deposited in a place where guests cannot retrieve them.
B.3 Stewards should carry out following basic duties:
B.3.1 to control and assist attendees entering or leaving the site;
B.3.2 to patrol the site and deal with any emergencies that may arise and in the event of such an emergency take positive action to give an alarm and tackle the problem;
B.3.3 to staff all entrances and exits from the site and to staff other strategic points within the venue. To ensure that exit gates and doors from the venue remain unlocked whilst the event is in progress and until the crowd has left the site;
B.3.4 to assist the Police or Emergency Services within the licensed area if requested; and
B.3.5 to undertake specific duties in the event of an emergency which might give rise to the evacuation of the site.
Public Safety
[ACCESS, WORKPLACE TRANSPORT & CROWD MANAGEMENT]
C.1 So far as is reasonably practicable, the Licensee must ensure that all traffic routes are:
C.1.1 kept free from obstructions and trip hazards
C.1.2 clearly signposted; and
C.1.3 adequately illuminated during periods of darkness.
C.2 Adequate access for emergency services shall be provided and maintained both to and within the site throughout the duration of the event as determined by the risk assessment. Such access shall be kept clear of obstructions at all times. A separate telephone shall be provided by the licensee for calling the emergency services.
C.3 Stewarding staff must ensure that overcrowding does not occur in any part of the venue by managing and directing the crowd, particularly on entering and leaving the site. Stewards shall monitor key points for overcrowding.
C.4 Suitable notices shall be provided by the Licensee throughout the licensed area to indicate clearly the location of all available services and facilities such as sanitary accommodation, drinking water, first aid points etc., all of which shall be clearly signposted. Additional signage of a larger size should be provided to assist people with exiting the site.
C.5 The Licensee must take appropriate steps to ensure that a maximum speed limit of 5mph is observed onsite, and that whilst moving within the licensed area all vehicles have their hazard lights switched on.
C.6 The Licensee to the satisfaction of the Licensing Authority shall provide public address apparatus.
[CATERING]
C.7 The Licensee must ensure that a list is submitted to IBC Licensing Enforcement no later than 14 days prior to an event giving details of all food businesses due to be in attendance. For each business this list must include:
C.7.1 trading name;
C.7.2 contact details;
C.7.3 the type of food it will be selling;
C.7.4 the Local Authority it is registered with;
C.7.5 its current food hygiene rating (if available);
C.7.6 whether it will be operating from a temporary structure or a mobile unit; and
C.7.7 whether it will be using LPG.
C.8 Where businesses are operating from mobile units, the electrical installations within these units must have been inspected in accordance with BS7671 within the 12 months preceding an event. The Licensee must ensure that all businesses using mobile units with fixed electrical installations submit a copy of the most recent periodic inspection report for these installations to IBC Licensing Enforcement no later than 14 days prior to an event.
C.9 Where businesses are operating from mobile units equipped with LPG appliances, the gas fixtures and systems within these units must have been inspected within the 12 months preceding an event by a competent person who is gas safety registered for LPG appliances. The Licensee must ensure that all businesses using LPG equipped mobile units submit a copy of the most recent periodic inspection report for these gas installations to IBC Licensing Enforcement no later than 14 days prior to an event.
[ELECTRICAL INSTALLATIONS]
C.10 All parts of the electrical installation systems constructed specifically for the event shall conform in all respects to BS7671. All generators shall be earthed at their neutral point by means of a suitable earth electrode and all systems shall have separate neutral and earth systems (TNS) and shall be sited as near as practicable to the associated electrical installation.
C.11 Residual current device(s) shall be mounted as part of the fixed wiring to protect the entire electrical installations. They shall conform to the relevant British/European standard, with no intentional time delay, and have a rated tripping current no greater than 30mA.
C.12 The Licensee shall ensure that the electrical installation is installed by competent persons, and is properly maintained and used in a safe manner.
C.13 The use of in petrol generators is not permitted within the venue. So far as is reasonably practicable all generators must be located away from members of the public, protected from vandalism and barriered-off.
[FAIRGROUND RIDES AND AMUSEMENTS]
C.14 Unless agreed otherwise with IBC Licensing Enforcement, no amusement or inflatable amusement devices are to be used onsite.
[FIRST AID]
C.15 A fully equipped first aid point, or points, shall be provided to the satisfaction of the Council, and shall be adequately staffed by trained first aid personnel. The level and standard of ambulances and medical cover shall be determined by risk assessment and documented in the event manual.
C.16 Potable drinking water shall be provided to the satisfaction of the IBC Licensing Enforcement for persons at the event and at First Aid Point(s).
[GLASS POLICY]
C.17 The licensee must put in place adequate arrangements to ensure that any broken glass is cleared from the licensed area in a safe and timely manner.
C.18 Except in cases of emergency, the licensee must ensure that no attendees are permitted to leave the licensed area with glassware unless it has been wrapped and placed in a bag.
C.19 Unless agreed otherwise with IBC Licensing Enforcement, with the exception of loose fitting plastic or paper lids, no drinks may be sold or supplied in closed containers.
[HAZARDOUS SUBSTANCES]
C.20 Explosives, flammable liquids, toxic, hazardous or highly flammable substances shall not be brought on to or used at the site without the consent of the Council.
[NOISE EXPOSURE]
C.21 In order to minimise the risk of hearing damage to spectators, performers and staff, the peak sound pressure level in any audience area shall not exceed 140dB.
[SPECIAL EFFECTS]
C.22 No lasers, strobes, ultra-violet light or other form of high intensity special lighting or fog/smoke machinery shall be installed or used without the prior approval of the Council. No such equipment shall be used other than strictly in accordance with any terms and conditions that may be imposed by the Licensing Authority.
C.23 No pyrotechnics or real flame based entertainments shall be used without the prior consent of the Council.
[TEMPORARY STRUCTURES]
C.24 The Licensee must ensure that the following information regarding each of the temporary structures to be erect for an event is submitted to IBC Licensing Enforcement no later than 4 weeks prior to that event:
C.24.1 plans of the proposed structures;
C.24.2 details and calculations of ground support and anchorage;
C.24.3 details of bracing required in walls and roof;
C.24.4 calculations proving the design of the structure if a stage, seating, large marquee, screen or rigging, or if requested by the Council;
C.24.5 full details of any movable platforms , hoists, lifts etc.;
C.24.6 flammability test certificate for fabrics;
C.24.7 if a stage or platform is raised in excess of 300mm, details of stairs (minimum 2 on opposite sides) giving access to and from stage and handrails to all non performing edges; and
C.24.8 Calculations of loadings of all flown equipment.
C.25 The Licensee should discourage the use of pagodas/tents of a domestic type. Where such structures are used, the Licensee must ensure that they are weighted down or ground anchored in a suitable manor, and are dismantled safely in the event of high winds.
The Prevention of Public Nuisance
[NOISE CONTROLS]
D.1 The terminal hour for the sale and consumption of alcohol on site is 23:00 hours on any one day. Allowance will be made for an additional 30 minutes drinking up time after the terminal hour for sales of alcohol.
D.3 Live unamplified music will cease at 23:00 hours and will not commence prior to 08:00 hours on any one day
D.4 The licensee shall, in consultation with the Ipswich Borough Council, ensure that local residents are made aware of the start and finish times of the event times by means of press releases, local radio and leafleting in the locality of the site 10 days before the event.
The Protection of Children from Harm
E.1 The event will adopt the ‘Challenge 25’ policy, only accepting bona fide forms of photographic ID (e.g. ID photo driving licences, passports etc.), which should be requested by a suitably trained person, bar staff or Door Supervisors.
E.2 The licensee will ensure that access to all bars is controlled by means of a physical barrier staffed by an appropriate number of Door Supervisors (to be determined by risk assessment and documented in the Event Manual).
E.3 The Licensee shall establish an Event Control Point and ensure that it is manned at all times the event is open to the public. This control point will function as the Lost Children Point, and to this end the licensee must ensure that it is manned by at least two members of staff at all times at which an unaccompanied child is in its care.
Conditions mediated with Ipswich Borough Council’s Environmental Protection department
D.2 Unless agreed otherwise with IBC Environmental Protection, no amplified live or recorded music shall be played within the licensed area
D.5 The Licensee shall take all reasonable measures to ensure that persons attending the event do not cause unreasonable noise or nuisance to local residents both on the premises and whilst entering or leaving the premises.
