CONDITIONS RELATING TO THE PREVENTION OF CRIME AND DISORDER
Capacity Limits

Lighting
I will ensure that lighting is provided outside the premises (and in my private car park) during the hours of darkness when any licensable activity takes place on the premises. | |
CONDITIONS RELATING TO PUBLIC SAFETY
Escape Routes
I will make sure that escape routes and exits, including external exits, are maintained to ensure that they are not obstructed, in good order with non-slippery and even surfaces, free of trip hazards and clearly identified. | |
| I will make sure that where chairs and tables are provided, internal gangways are kept unobstructed. |
| I will make sure that all exit doors are easily openable and do not require the use of a key, card, code or similar means |
| I will make sure that all fire doors are maintained effectively self-closing and not held open other than by approved devices (for example, electromagnetic releases operated by smoke detectors). |
| I will make sure that fire resisting doors to ducts, service shafts, and cupboards are kept locked shut. |
Curtains, Hangings, Decorations and Upholstery

Fire Action Notices
I will make sure that notices detailing the action to be taken in the event of fire or other emergencies, including how the fire brigade should be summoned, are prominently displayed and protected from damage and deterioration. | |
Loss of Water
I will notify the local Fire Control Centre as soon as possible if the water supply to any hydrant, hose reel, sprinkler, drencher or other fire extinguishing installation is cut off or restricted. | |
Access for Emergency Vehicles
Access for emergency vehicles is kept clear and free from obstruction | |
Disabled People
I will make sure that when disabled people are present, adequate arrangements exist to enable their safe evacuation in the event of an emergency, and that patrons are made aware of these arrangements; | |
Lighting
In the absence of adequate daylight, I will make sure that the lighting in any area accessible to the public is fully operational; | |
| In the event of failure of normal lighting, where the emergency lighting battery has a capacity of one hour, I will make sure that evacuation of the premises is possible within 20 minutes; |
Temporary Electrical Installations
I will not provide temporary electrical wiring and distribution systems without [notification to the licensing authority at least ten days before commencement of the work] or [prior inspection by a suitably qualified electrician]; (delete as applicable) Note: It may not be possible to give ten days notice where performers are supported by external technical teams (for example where temporary electrical installations are made in theatres for television show performances). In such cases the key requirement is that competent persons undertake the work). | |
Alterations to the premises
16. I will not alter the premises in such a way as to make it impossible to comply with an existing licence condition, without first seeking a variation of the premises licence. CONDITIONS RELATING TO THE PREVENTION OF PUBLIC NUISANCE
Noise and vibration
17. | I will make sure that Noise or vibration is not noticable at the façade of any noise sensitive premises; |
Noxious smells
18.I will ensure that offensive smells from the licensed premises are not permitted so as to cause a nuisance to nearby properties and the premises are properly vented. | |

Litter
20.I will provide adequate and suitable (lidded) receptacles to receive and store refuse from the premises/site | |

Conditions offered by Applicant
General-
The standard practices listed below will be maintained at all times. All reasonable steps will be taken to ensure that the premises will have a positive impact upon the local environment and its residents at all times
Prevention of Crime & Disorder Licensing Objective-
Existing CCTV system to be maintained on the premises - Recordings shall be kept for 31 days and made available to Police on request
Clear and legible notices shall be displayed with the message “CCTV in operation”
No less than two members of staff shall be on the premises from 22.00 until terminal hour
Public Safety Licensing Objective-
Appropriate fire safety procedures are in place including fire extinguishers (H20 and CO2) internally illuminated fire exit signs, a smoke detector and emergency lighting
All emergency exits will remain clearly marked at all times
Emergency escape routes will be kept free of obstruction at all times
Prevention of Public Nuisance Licensing Objective-
Clear and legible notices shall be displayed asking customers to leave quietly
Clear and legible notices shall be displayed at the entrance/exit requesting that customers do not congregate outside the premises
Staff shall perform regular litter pick ups in the area around the front façade of the premises
Protection of Children from Harm Licensing Objective-
The licensee shall participate in any local “challenge 21” scheme or similar that may operate in the area
The licensee and staff will ask persons who appear to be under the age of 18 for photographic ID such as proof of age cards, the Connexions Card and Citizen Card, photographic driving licence or passport, an official identity card issued by HM Forces or by an EU country, bearing the photograph and date of birth of bearer
Conditions agreed with Police
Hours for alcohol to be supplied only between 12 midday and 12 midnight, and to be restricted to delivery service only between these hours
There will be no facility to provide alcohol for sale on site
Staff will only accept orders by persons over the age of 18 years and orders only to be delivered to the person placing the order, confirming they are over the age of 18 years, adopting the “Challenge 21” policy and only accepting bona fide photographic forms of ID supported by the Police
There will be no display of alcohol on the premises
There will be a “refusals register” in operation
Annex 3 - Conditions attached after a hearing by the licensing authority
Conditions attached after a hearing by the licensing authority following a Review Hearing June 2010
1. Communication
The Premises will be a member of the Police and Local Authority approved radio scheme (Currently Townlink/Leisure-Link and operated by Ipswich Central) to provide a communication system between the Police, Local Authority, CCTV and other users of the system.
The radio scheme shall be actively monitored and used during licensable activity.
2. CCTV
Digital CCTV shall be used in the premises.
CCTV will have cameras to cover the customer area, counter and front door of the premises.
CCTV system will be capable of downloading footage onto disk.
A member of staff will be available on the premises during all the opening hours that is trained and able to download images from the CCTV system.
CCTV images shall be kept for a minimum of 21 days and available to Police and the Licensing Authority upon request.
The CCTV shall be maintained in good working order, monitored during licensable activity and cover all areas used for licensable activity.
