Annex 2 - Conditions consistent with the Premises Operating Schedule
Conditions carried over from Embedded Restrictions - Licensing Act 1964:
Alcohol shall not be sold or supplied except during permitted hours.
In this condition, permitted hours means that which are shown on the premises licence.
Restrictions
The above restrictions do not prohibit:
consumption of the alcohol on the premises or the taking of sale or supply of alcohol to any person residing in the licensed premises;
the ordering of alcohol to be consumed off the premises, or the despatch by the vendor of the alcohol so ordered;
the sale of alcohol to a trader or club for the purposes of the trade or club;
the sale or supply of alcohol to any canteen or mess, being a canteen in which the sale or supply of alcohol is carried out under the authority of the Secretary of State or an authorised mess of members of Her Majesty’s naval, military or air forces;
the taking of alcohol from the premises by a person residing there; or
the supply of alcohol for consumption on the premises to any private friends of a person residing there who are bona fide entertained by him at his own expense, or the consumption of alcohol by persons so supplied; or
the supply of alcohol for consumption on the premises to persons employed there for the purposes of the business carried on by the holder of the licence, or the consumption of alcohol so supplied, if the liquor is supplied at the expense of their employer or of the person carrying on or in charge of the business on the premises.
Credit Sales
Alcohol shall not be sold or supplied unless it is paid for before or at the time when it is sold or supplied, except alcohol sold or supplied:
a) with and for consumption at a meal supplied at the same time, consumed with the meal and paid for together with the meal;
b) for consumption by a person residing in the premises or his guest and paid for together with his accommodation;
c) to a canteen or mess.

Children in Bar (No Children’s Certificate)-
No person under fourteen shall be in the bar of the licensed premises during the permitted hours unless one of the following applies:
a) He is the child of the holder of the premises licence.
b) He resides in the premises, but is not employed there.
c) He is in the bar solely for the purpose of passing to or from some part of the premises which is not a bar and to or from which there is no other convenient means of access or egress.
d) The bar is in railway refreshment rooms or other premises constructed, fitted and intended to be used bona fide for any purpose to which the holding of the licence is ancillary.
In this condition “bar” includes any place exclusively or mainly used for the consumption of alcohol. But an area is not a bar when it is usual for it to be, and it is, set apart for the service of table meals and alcohol is only sold or supplied to persons as an ancillary to their table meals.

Conditions offered by applicant:
Prevention of Crime & Disorder Licensing Objective-
CCTV will be maintained in good working order and in operation
Illumination will be provided to the exterior areas of the premises
The licensee will be a member of the local Pubwatch scheme
SIA Registered door staff will be employed
Public Safety Licensing Objective-
The licensee reserves the right to move the Fire Appliances, AWP Machines, Cigarette Machines, or any other similar objects temporarily fixed in a location which may impact on the ability of individuals on the premises to use exits or escape routes without impediment.
The licensee will hold a health and hygiene certificate
The premises will be equipped with a fire alarm
The premises will be equipped with emergency lighting
The premises will be equipped with illuminated exit signs
The premises will provide a no smoking area
Prevention of Public Nuisance Licensing Objective-
There will be a kitchen extract system in place
Customer departure from the premises will be managed in such a way as to prevent Public Nuisance
Protection of Children from Harm Licensing Objective-
No persons under the age of 18 will be permitted on the premises
Conditions as agreed through mediation with the Police at variation stage
There will be no less than two SIA registered door staff at the premises each Friday and Saturday from 9.00pm until close.
Door staff will each have a radio link to enable communication between them.
Door staff will wear their SIA badges in approved arm bands and in any event to be displayed in a prominent position (on their arm).
Two members of staff will be permanently situated and radio linked to such door staff in the upper floor function room at all times that part of the premises is open to the public.
The premises will be a member and actively use the Leisurelink radio scheme or other scheme approved by Suffolk Police, to provide a means of two way communication to report incidents between premises and the local Police or CCTV monitoring centre.
The DPS will comply with the current Guidance for point of sale promotions and ensure that any drinks promotions adhere to responsible alcohol consumption.
Auditible procedures will be in place to ensure that all staff are trained and briefed as to their responsibilities with regard to the supply of alcohol on the premises.
Challenge 25 scheme requiring photographic ID/Proof of Age where there is reason to suspect that the individual may be under 25 years of age is to be enforced throughout.
Installation of a good quality CCTV system.
The CCTV will be well maintained and will cover all areas of the premises, including the upstairs bar area and outside smoking area.
Door supervisors to be able to regularly monitor the CCTV.
CCTV recordings will be retained for a minimum of 28 days and will be provided to the police on request.
Conditions through minor variation (October 2011)
Doors and windows will remain closed during the provision of regulated entertainment except for access to or egress from the premises
Staff will regularly check the outside areas to monitor for any escape of noise
Notices will be displayed asking customers to leave the premises quietly
There will be no admittance or re-admittance after 02.30h
No noise or vibration will be noticeable at the facade of any noise sensitive premises
